Visitor visa - Application Date based on intended travel date

I am currently in Canada and wish to apply for visitor visa for my parents.
They will be travelling to me on 20th May. Can I apply for their visa today
i.e. 10th Feb 2014.
Is there any limitation on number of days only before that one can apply for
visa based on intended travel date?
