My friend applied for a Canadian work permit from India in 2018. His visa was refused and banned him to enter Canada for 5 years. His agent didn't tell him on time the reason and about appealing the decision. Now his banned is over. His sister is pregnant. And he wants to visit her.
Can he apply for a Canadian visitor visa? How many chances does he have for approval? Is it still hard to get a visa after a ban?
Any advice or insights from community members would be greatly appreciated.

No one can tell you what your chances are of getting a TRV approved now.

Yes, you can apply for the TRV as soon as your 5 year ban is over. In your new application, make sure you declare the past refusal and ban.

You will want to show strong ties to your home country (e.g. employment, property ownership etc.). You will also want to show you have sufficient funds to pay for your trip to Canada yourself. I would recommend you keep your requested trip short (e.g. 2-3 weeks).
