Last week visitor visa rejected might because no ties from Germany as I am a resident here, though I have invitation letter, sufficient funds and job letter. Is it safe to apply in a week again... now will be having job letter, rental agreement, hotel stay in Canada and reduced number days.

You can apply as many times as you want in any period of time and this will not affect your case in any sense.
Of course the more refusals the least possibilities you have for approval, but well, this has nothing to do with the frequency and as it is the second time, a second try in a short period of time is quite expected if you are submitting a "corrected" application.
