Visitor visa (2nd time) before activating WVH

Hello everyone,

I have a Working Holiday Visa that can be activated anytime before July 15th.
At this moment I am in Canada as tourist since December 3rd, so the 6 months tourist visa expire on June 2nd.
When I got to Canada, and after proving enough savings, intention NOT to work, etc.. I had no problem to enter as tourist instead of having my WHV activated.

It is my plan/goal to active the visa as late as possible (July 14th) and be on the tourist visa until then. I have filled the petition to extend my tourist visa but no action is being taken to process the request due to "Application withdrawn as Work Permit already issued valid until 2016/07/15".

My question is how can I have more time as a tourist before activating the visa?
I know I'd have to exit the country (might do that on late May) and on return, if I do not have with me the documents required for the visa (insurance etc..) and just come as a tourist, would that work?
Would be better to have the all the documents for the visa in case they ask to activate it, and if they don't, then have that time as tourist?

Any idea?

I think you would be pushing your luck to get an extension having already got 6 months and having a POE for a WHV waiting with an expiry July 15. Chances are you might even be refused entry if you exited and didnt activate your WHV on the return given that will be on your record now and raises a lot of questions with CBSA about spending such a long time on a tourist visa without working whether you are a genuine tourist doing touristy things. End of day your decision and if you do decide to try make sure you have your POE, insurance and proof of funds in case, might be lucky might not, might get pushed to a secondary interview might not. Worst case you might be refused entry as a tourist
