If someone has a visitor status in canada can they go on vacation to another country and come back without a problem? Does it just depend on immigration staff?

1. Once you leave, your visitor status ends. So when you return it will be up to the officer to decide is you are a genuine visitor.
 
Yes it can be a problem but you also may have not problem. Anyone living in Canada as a visitor can be refused upon reentry. I would be best to stay in Canada until you have applied for PR in my opinion.
 
Okay thanks you! My girlfriend has visitor status which we just applied to extend so that we can apply for common law earlier next year, we were thinking about taking a vacation but were concerned about if she were to have a problem comming back

None of us can tell you if she will have issues coming back or not. What happens at the border will be entirely up to the CBSA officer you encounter.
