Visitor Record Extended only 4 months

My brother is a dependent under my PGP sponsorship application and has been living in Canada as a visitor with my parents, we have been renewing their stay every 12 months no problem.

With this last renewal we submitted, my parents got 1 year extension, but my brother only got 4 months from approval date. (7 months from renewal request date)

Is this normal??

Yes.

Each application is evaluated differently.
