Yes, she can. She just needs to visit a bank branch with 2 pieces of government issued identification and they will open a non-resident account for her.
she may be able to open an account that is connected to your account. it depends on the bank. i would think she would need to provide proof of her relationship to you (ie: your birth certificate). My husband is canadian and i was able to be a co-owner of a savings account that is attached to his checking account.
