visitor extension or restoration

hi im working temporarily here in canada my WP will expire on Nov 11,2010 my new emplyer had file for the LMO last Oct 12,2010 for the second time ( our first try had been refused) . Since I dont have the LMO yet should I apply for visitors visa or should I wait for the expiry of my WP and apply for restoration.
Which of these 2 wont need the "flagpoling" I dont have money to go somewhere else for the flagpoling thing?
