Visitor applying permit IN CANADA.

Hello,

I have a question about applying for a work or study permit while visiting Canada on an eTA. Is that possible? My girlfriend is Taiwanese and is strongly considering coming to Canada for studying however she wants to visit and make sure it's a good fit first.

Is it possible for her to come to Canada as a visitor and then while in Canada apply for a study or work permit?

Any help would be great.

Yes - it's possible. Note that her study permit application (including her passport) has to be sent to a visa office outside of Canada - it cannot be processed within Canada. Also, already being in Canada when you apply can reduce the chances of approval since it makes it more difficult to demonstrate ties to your home country. However it is doable.
