I am canada permanent resident holder and applied for visiting visa to my wife last week in India, the visa rejected stating "your family ties in canada and in your country of residence". My wife is not working in india.

Please suggest.

Spouses are often rejected for visitor visas because CIC suspects they may intend to stay in Canada long term. If your wife wants to re-apply, she will have to show stronger ties to India (e.g. property ownership, proof of employment, business ownership, rental agreements, proof of school enrollment, bank accounts and other assets held). Even if she is able to supply this type of evidence, there's still no guarantee she will be approved. The fact that she is not working right now will certainly not help her case.
