Visiting USA as a Canadian PR

Hi All,

My spouse recently received his PR for Canada. He will be arriving in the first week of August 2016. I wanted to apply for his USA visitor visa for a trip in early September. Does my spouse have to land in Canada before I can proceed with the USA visa application? or can he apply from India? Also is there a wait period before he can apply for USA visa?

He still hasn't received his PR card (I believe they issue PR cards at the border and it takes a couple days to arrive in mail) so can he apply using his COPR?

He can apply from India right now. He can mention he is an incoming Canadian PR at the interview at the US embassy/consulate.
You can compare processing times when applying from India or from Canada and decide from there.

It takes a couple of MONTHS, to receive the PR card upon landing.

Yes, it is safer for getting visa to US by first landing in Canada and get his PR Card.
