Visiting Researcher with IEC - work or student permit.

Hi,
i am a resident physician from italy, in canada as a visiting researcher (not clinical work), i orginally applied for IEC and received an "Open Work Permit" for 6 months. Since the research project i am working is still going on, i applied for a 6 months extension of IEC permit by paper mail, following this guide cic.gc.ca/english/work/extend/iec.asp but it got rejected due to missing payment of 155cad fee (Not requested in the guide for IEC extension).
Now my original work permit has expired, but a phone operator from CIC told me that i can still reapply within 90 days after expiry, paying a 200cad restoration fee and then the 155cad fee.
I have some questions:
- I heard some people cross the border to usa and then re-enter to get a new permit, is it true? how does that work exactly?
- Are there any LMIA exemption codes for my position? (they told me that i wont be able to fit within the 90 days frame if i have to wait for a LMIA)
- There's no way to restore IEC status?
- Since as a resident i technically am still an university student in italy, and my work here is similar to what grad students or phd do, would it be possible for me to apply now, in my situation, for a student permit instead? (i am not being paid any money by my canadian employer for my work right now, i still receive my scolarship from italy)

thanks

- Yes, some people flagpole to get a work permit issue. However you have to be in status in Canada in order to flagpole. Since your work permit extension has been refused and you are out of status, you don't meet the requirements to obtain a work permit through flagpoling.
- I don't know. It depends who you are working for / what your job is.
- You cannot restore or extend an IEC. You have already used up your one-time participation and don't qualify for a second IEC.
- To qualify for a study permit you must be attending school full time and working towards a degree. You don't meet these requirements and don't qualify for a study permit.

can I get a work permit on US/Canada border under IEC?
My previous work permit got expired on 22 july and passport is still with IRCC people. The mistake in my application was my employer by mistake marked me outside Canada. I have stopped working since 22 july and decision for my new work permit came on 27th july. I cant go to border because my passport will come back by early next week. can anyone simply my situation?
I have applied for new work permit under IEC second time and that even got approved. CIC told me to go to exit and then re enter to do flag pole.
can anyone help?
