Visiting Canada with valid PR card- not fulfilled residency requirements

Hello

I have a valid PR card which is valid till sep2014 However I have not fulfilled the Canadian permanent residency requirements. I have lived and worked in US for the whole period. I have now given up on the canadian PR status.

I live in Seattle area and my brother in law recently moved to canada vancouver area on PR status. I would like to go visit him. Can I use my PR card to visit or should I apply for canadian visitor visa? Am I eligible to apply visitor visa?

Also does any one know if we can apply for canadain PR after it expired once/ failing to fulfill the residency requirements once?

If you are a PR, you are not eligible for a visa. Your PR card expiring does NOT mean that your PR status is gone.
