Non-essential travel is not permitted to Canada at this time. If you have an immediate family member (e.g. spouse) in Canada who is a Canadian citizen or PR, then you would fall under an exemption and be allowed to travel. Otherwise travel is generally not possible at this time.
It's hard to say where things will be in October. Many expect the travel restrictions will remain in place for the rest of the year.
