You can certainly try looking for a job as a visitor in Canada. In order to qualify to apply for a work permit, you'll need to find an employer in Canada who is willing to offer you a full time job. That employer will also need to obtain an approved LMIA - which involves advertising the job for at least a month to prove no Canadian could be found for the role. The processing time for LMIAs can take several months and costs the employer $1K in fees - so it's typically quite difficult to find employers willing to go through the process. Having said that, some are certainly successful in securing jobs and work permits.

Having a job in Canada won't necessarily lead to PR. To apply for PR you need to meet the requirements of one of Canada's immigration programs. You can find detailed information about these immigration programs here: http://www.cic.gc.ca/english/immigrate/apply.asp
