My husband' PR card expired in 2008. I am a canadian citizen and we live outside of Canada.

He wants to surrender his expired PR card and wants to apply for a visit visa. Any idea how long will this entire procedure take? (cancelling PR card + getting a visit visa)

My son is a canadian citizen and works in Canada. He will sponsor my husband.

Also, can he again apply for immigration to Canada after a few years? At present he has to work overseas
as he did not find any suitable job in Canada. We have certain financial commitments which we can fulfill
if he continues with his present job. His age is 58 years. He plans to retire after 3 years and then we will like to stay in Canada. I do not know if it will be possible for me (I am Canadian) to sponsor him at that age.

It is not necessary. Your husband has maintained his PR status by residing abroad with a Canadian citizen spouse. So he can go to the nearest office and request a Travel Document with proof of his living with you.
