Visit visa through VFS Dhaka Singapore Visa office paper application how long ?

Need some help and suggestion about Visit visa application process

I invite my sister-in-law and her son
On VFS Tracking shows ''has been received by the Canada Visa Office, Singapore on 13/05/2016 and its under process.'' No update yet . Is it bad when it takes so long

She did paper base application submitted VFS Dhaka.

from me and my wife provide
Invitation letter sign by me and my wife with notary sign ( Invitation letter was about how long she will stay with us, purpose of visit and we will carry all expense until she will stay with us for 4 weeks, taking the responsible for leaving the county)
I am Canadian citizen and wife is permanent resident
Job letter both from me and my wife
Passport photo copy of me and my wife.
Job letter both of us, pay slip last two weeks , last 4 month account statements.
On the invitation letter meson have some save funds for her expense when she will visit us.
Birth certificate and marriage certificate , to shows parents name same as her
wife PR Card photocopy

From my sister-in-law, she does not work is house wife her husband work have joint account with him and shows all deposit goes to same account.
Birth certificate and marriage certificate
Bank statements of last 6 months ,and show have balance of equivalent of CAD 15 000 in her back account
attestation copy property assessment under her name
attestation copy of her FDR.
She has no travel history

Fill up all paper applications and submitted at VFS Dhaka on 10 May 2016, did biometric same time . After three days received e-mail alert passport status change to Under process from 13 May 2016, until then there is no update or alert.

I check online visit visa application processing time ,shows takes 19 days .

Longer process mean could be reject visit visa? or i can hope

The TRV can take anywhere from 2 weeks to 2 months.

Longer process has no impact on result.

If it is taking closer to two months then she will have no time to visit. Her son school summer vacation will start on end of June for one month. Hope it will not take so long and positive

I would suggest that she creates a GCKey and links the paper copy to her GCKey account. This will give her up to date information about what CIC is doing. VFS only shows transit information of your documents and/or passport.

Thanks for your suggestion. I open an account and try link the application, search the application ,it shows it match the record but did not appear on myCIC and nothing appear there .
Any suggestion?

Any on have idea what could be ?

At the beginning had plan to apply for visit visa using online application. I created account, submitted eligibility, was left to upload forms but i did not.
Then my sister-in-law send paper application using VFS Visa application .
Time line
May 10 submitted paper application for sister-in-law and her son application
May 13 Singapore visa office received the application
May 27 new update your decision has been dispatched from Singapore visa office,

Still waiting for passport.

On online account i was trying adding her application of her it was success but her son application could not find it.
Here is the issue after i linked the application it shows

when i was able to linked her application using the information, on VFS tracking shows under process for both. After one days update on VFS decision has been dispatched from Singapore visa office.

Why i was not able to link her son application.

MyCIC shows This application has been refused means visit visa was refuse but there is nothing for which reason or i have to wwait until she receive the passport at Dhaka VFS application center

Unfortunately, it does seem like the visa was refused. The letter will indicate the reasons.

Finally received refused letter

They gave those following reasons
You have not satisfied me that you would leave Canada at the end of your stay...

Travel history ( She never travelled any country)
Family ties in Canada and in country of residence (shows the proof of both my sister-in-law and my wife birth certificate and marriage certificate )
Current employment situation ( she is house wife and defend on her husband income)

I would like to reapply, what i could change the situation that i can improve . We had plan to visit between June to August.
We requested 5 weeks , whole time of her son vacation time.

If we do reapply again to get another chance what is the best time again. i want them to be visit before mid of July.
