visit visa refusal despite hospital certificate of high risk pregnancy

my wife applied on line for my her mothers visit visa on 24 october 2017 .my wife's mother is in Pakistan. we provided all documentation plus hospital certificate for high-risk pregnancy along with due date, Today we received refusal with following

1] you have not provided sufficient documentation to support your/your host's income and asset.
2]no CRA NOTICE OF ACCESSMENT to demonstrate host's income.

At no point in on line application they demanded for CRA of host.and we were able to provide it if demamded. my wife's mom provided bank statement of her assets.The visa officer in Abudehbi made a decision'
please give me guidance that what should be my next step. I am based in Ottawa'

You'll need to reapply. Were those the only refusal reasons? If so, include your CRA and bank statements - and hopefully that will do the trick.

Maybe your mom-in-law's personal finances were inadequate to financially support her visit + you probably stated in the invitation letter that you will pay for all her expenses and airfare
