There is not a set amount of time. Posted processing times are estimated averages not guarantees. Some get processed much faster while other take much longer. Unless significantly longer (many months) than stated processing time there is no point sending a webform. It also appears that family members may have already claimed asylum in Canada, multiple generations may be applying for a TRV and involve a single man which are all red flags for TRV processing so a longer processing time makes sense.
