If you are a PR, you cannot apply for a visa. You must apply for a PR Travel Document instead.
If your PR status has been formally revoked, you can apply for a visit visa and it will be assessed as normal, regardless of the method of application.

I have lost the residency appeal and leave from Federal Court; however, I have submitted the application for Immigration as skilled worker class again. Under this situation, does it have any implication if I will apply for VISITOR VISA. Seeking experts advice.

Applying for a visit visa will not harm your new PR application, but they may decide not to grant you a visit visa.
