Hi,
I am new in this group. Thanks in advance for answering my query.

My brother lives in Ireland and we are planning to go to Canada.
He has Non-EU passport and require a visa to go to Canada on visit visa.

I have checked and there are NO Visa centres in Ireland that he can apply the visa as he need to provide the
Bio-metrics. There is one in London but for that he first have to apply for UK visa which takes time, as we have around 4 weeks before we fly.

Is there any way he can apply in Ireland and give bio metrics there OR can he travel to Turkey (Visa on arrival) or Germany or France or Italy [he has schengen visa] and apply Canada Visit visa there and give bio-metric there.

also i have a question, as per my understanding if he apply online, he will be sent a bio-metric letter which he can take to any of the above centre and give his bio-metric and after that he has to wait for email to send his passport to Visa centre on approval. he can nominate anyone to collect his passport ?

Please advise.

It's not a good idea to buy tickets/make travel plans without having visas.

No, he would need to travel to London, UK to give his biometrics. He cannot give his biometrics in Ireland.

The reason for applying from Germany or Turkey is that because Ireland don't have VAC and for London we have short time limit. Even if he apply from London, he will be a visitor in London as well. So i don't know why Canadian embassy will think that applying from Germany is not equal to applying from London. We can write this in cover letter that the reason of not applying from London is the visa processing time and we don't have much days.

Please advise what you think about the above and also mentioning all this in cover letter.

He should apply from Ireland and take biometrics in London. If he applies through Germany or Turkey, do not expect normal processing times for the application (i.e. expect quite a bit longer) since he'll be applying through a visa office outside of his home country and this will make his application non-standard.

Understand your travel plans are last minute. Ultimately your choice.

Do you think other than processing days, will there be any other negative effect on his application.

It won't take minimum two weeks to get a decision for the UK General Visit Visa application. In fact, it takes less than 15 days for nearly all applications.

Depending on the passport your brother holds, he can apply for Priority Processing for his UK visa. This is a premium service and costs quite a bit more.

Is there some other reason why he does not want to apply for a UK visa? As someone residing in Ireland, it is easier to get a UK visa.

Traveling to the UK for his biometrics would NOT mean that he is applying from a country where he is a visitor. There's no VAC/VFS in Ireland and that's why he must travel to the UK.

Again, it is not advisable to apply from a country where someone is a visitor because s/he cannot demonstrate any strong ties to that country. It's your call
