I need help !!

Can I visit Canada during my application process ( for a temp.work permit ) ?
Means: Can I go before I get an answer from the CIC and just reentry Canada again, maybe via the USA or would I need to go back to Europe ? I am from Switzerland
Do I need to tell at the border that an application is in process or could I just for example book my return flight within 3 weeks and extend it if I get an answer from the CIC sometimes in between ?

Technically you are visa exempt (Switzerland) and can actually apply for the work permit as you enter Canada. But that is besides the point.

I see no reason why you cannot be allowed to visit, granted you have a clear itinerary (and do not intend to circumvent the work permit application process by entering into employment in Canada without a WP). Unless you are asked specifically at the Immigration checkpoint at PoE, you are not obliged to voluntarily disclose a WP application in process. Nevertheless - they (CBSA) do have the means to check current applications at PoE and may ask. At this point, if asked, you have to be clear about the intentions of your visit and your itinerary.

Depending on the Visa Office where you filed you application for a WP (Paris or Vienna) you may be asked to submit your passport or (if not needed), you may be sent a letter of authorization via email. You can re-enter anywhere to get your WP provided you have this authorization in addition to the other documents needed to be presented at PoE (i.e. passport, LMO, etc.) to get your work permit.
