Hello,
my mother live in Cameroon. she applied for visitor visa but her application was rejected.
I am a Canadian citizen and I had provided an invitation letter as well as my tax declaration assessment as it was required.
the reasons they gave for the refusal are:
they are not convince she will return back in Cameroon
her travel antecedent ( though she had never travel abroad)
the reason of her visit
her family link in Canada and in Cameroun ( though she submitted my birth certificate with her application)
her financial ressources do not convince them she will be able to care for her need here

please can any one advise?

This means she was refused because you are in Canada: this makes her more likely to overstay. It's not because you didn't give sufficient evidence.
 
I know many friends of mine ( Canadian citizens) who have invited their parents to come visit Canada and none have ever be denied the visa
 
We see plenty of refusals here for the same reasons as your mother. It's not at all unusual unfortunately.

You've misunderstood the travel refusal. It's specifically because she has never traveled abroad. CIC prefers candidates who have traveled previously to countries requiring visas (e.g. US, UK, etc.). Also agree with the family refusal reason. This means her family ties to Canada are too strong and CIC sees her as an overstay ris. What evidence did you provide to demonstrate her ties to her home country? Did she show she had funds available to pay for her trip? How long a trip did she request? With no travel history and weak ties, a 2-3 week trip would have been the maximum you should have requested.
