Visa Validity for University of Winniepeg PACE programs

I want to go for the following program from University of Winniepeg for 23 intake. https://pace.uwinnipegcourses.ca/international-students/programs/human-resource-management-diploma
I have a study permit refusal from July'22. I had taken admission in Georgian@Ilac for HRM 1 year course. Below is my profile:
Graduated Bachelor of Commerce in 2017. No formal degree or certification in HR. 5 years work experience in HR operations. Due to lack of formal knowledge in HR I'm not getting the growth I aspire for. Will the PACE program from University of Winniepeg be valid to get my study visa approved?

You can apply for a study permit with this program. You need to show advancement of education and career to justify cost. Show career opportunities with the program, and what jobs you will have that you can’t get with your degree Show funds and ties to home country. Show that you are a genuine student.
