This was a little surprising for me. For everyones benefit, I am sharing the text from PPR Letter:

"Please note that CPC-Ottawa does not send out passports outside of North America. If you or any of your family members are residing outside North America and you are unable to send your/their passport(s) to Canada and/or to provide a return mailing address in North America, contact us at CPC-CTD-Ottawa@cic.gc.ca or by fax at 613-946-6059 so that we can make arrangements to print visas at another office."

So once anyone gets PPR who lives outside North America, you have to write to them to ask for an alternative arrangement. Shouldnt the default VO be local office which is your current residence place. Also, since you only have 30 days to share your passport, I am wondering how many days they will take to respond to it.

Little absurd if you ask me.

What this probably means that, for you at least, the entire process was centralized at CPC Ottawa without involving the local visa offices.

It is confusing because there was this news report earlier about a Jamaican applicant who got her ITA on 27th March and her PPR on 15th May and it appeared that she received her papers at Kingston VO. Not sure if the Caribbean is counted as North American soil but just thinking aloud. There was also the forum member from PRC who reported being called for an interview at HKVO and receiving his landing papers there itself (and on the same day too!). I also vaguely remember a 31/1 ITA holder who said NDVO got in touch with him for completion of formalities.

CIC continues to baffle...

On your Apr was your residence and mailing address outside Canada? Mine is in the UK as that's where I am, now I'm wondering if I get ppr I send it on the UK or Ottawa or what..

What I see is that I received a very standard letter which they would be sharing with everyone.. I invite everyone who has got ppr to share their views..

my thinking is that by default everyone gets Ottawa..
