I want to invite my cousin sister (21 years) and brother (17 year) to visit Canada for tourist purpose.
I sent them my Salary Letter, Invitation Letter, T4 form, copy of work Permit. I showed $9500 in my bank statement. I mentioned that I will take care of their entire expense during trip.

But their visa was rejected stating that their purpose of visit and duration is not clear. Also it was mentioned their financial situation is not satisfactorily and officer think they don't have sufficient funds. I didn't provide any documents to judge financial situation of my cousins, can that be reason for rejection

I want to reapply for their visa, Can anyone please confirm what additional documents we can provide, last time we didn't provide bank statement of my cousin's father and leave application from office for my cousin sister, Can anyone please confirm that providing these documents will be sufficient to convince officer that they intend to leave Canada.

Also what additional documents I can provide for my cousin brother (he is minor) and is not working. How can I convince officer that he will come back after intended stay.

You need to convince the officer that they will return after their trip. So documents which would prove their ties to home country will help, frankly at their age it's very difficult as they are young and it's assumed they might stay over etc. If they can show assets, if they are enrolled in a course and travel history, that'll help. A letter suggesting that they want to visit you and they would like to visit Canada for tourism

Your last part is very difficult to prove, unless they have travel history or alternatively, if the parents were also applying so it can be a group visit. If they don't have any travel history then very less chance for a visa
