Visa Refused for Parents

My parents applied for TRV in Nov 2018 and the application refused.
then I applied for GCMS Notes to get the actual reason.
The reason is that: they did not declare the refusal of USA Visa on foam.
this is the only reason they refused. Is it serious? They completely forgot to mention a refusal of USA visa.

this is the question on foam..
Have you ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country or territory? and they said NO..... They thought it's just for Canada...there no intention to lie but it was a human mistake.

What we can do now....any suggestion...????

How do I know if they banned for misrepresentation?

There is no letter for banned. Just a generic letter that you are not satisfied me that you would not leaving Canada at the end of you stay.

And on GCMS notes says...
Applicant has failed to disclose one or more previous USNIV refusal and thus has not been wholly truthful on application. This call into the question applicants actual intention and overall credibility and thus is material to any assessment.
