I researched that and found a PGWP is an Open Work Permit. Spousal OWP are for Closed Work Permit holders. Did a google search and found out she isn't eligible for a OWP. Noting that the OP is with IBM, with a three yr WP, and hopefully with skilled job type, the wife can apply for an OWP on the basis of being a spouse to a skilled worker. As to when there are no recommended time frames of when to re apply except when the rejection point really needs time to address, e.g. education ( a crazy example)
