I have track my visa application. And there is a information... Customer request deliverly Hal.... At 1:00pm on 11 april 2018. Whats the meaning of that?

It is the signature of the person in shipping and receiving at the immigration offices. Your application arrived at the office. Hasn't been processed but it got there safely.
