Visa process time

sir I had applied for canada tourist visa for my family on 30.05.2017 ,and I have already have valid France visa for 3 months.we will plan to visit canada on 26 June 2017 and after staying 10 days in canada I will visit 7 days trip to France .but till today I don't receive my passport back from Canada embassey chandigarh india.
We had two time Europe visited and one time UK VISITED 2 YEAR BACK.
I am on govt job in punjab india as a inspector in punjab police
Pls advise me why my visa application is delayed , and when I will got it .Because my kids summer vacation will be finished on 13 July.whats is the visa processing time now .
