Please is it possible for the same Visa officer have the jurisdiction to treat one s application even if one have informed them of a change of address to another country not within the catchment area of the visa office? please i need your inputs.

Yes - it's possible. CIC won't necessarily move your application just because you have relocated to another country. They may continue processing your application in the visa office it is in now.

Please i relocated because my visa has expired . I left India where i initially submitted my application to Nigeria . i sent New Delhi visa office about my change in immigration status which they replied asking me to fill a form and send my original signature but am just confused about the location of my file if its in Accra now or still in NDVO .Please can i just send my india pcc to NDVO or what do you advice i do please?
