Visa Office Quandary...Help!

I got my passport request letter from the Canadian Embassy in Mexico however I am unsure where to send my documents. In the request letter there was a section indicating to find my submission location by clicking a link and selecting my country of residence. There was no specific office listed for my country so I am unsure where to send the documents, would it be to Mexico because that's where the request originated from or would it be the closest Visa office to me which would be Trinidad.
