Visa Needed?

I bought a fight from Seattle to China with transit at Vancouver in May 30. And I will not stay in Canada more than 3 hours.
Do I still need to apply for visa since I see the leniency policy on the website which allows boarding even without eTA? Actually I submitted the application 10 days ago for visitor visa with still no response until then though.

Seattle--Vancouver(Alaska Airline)
Vancouver--Guangzhou(China Southern)

Can anybody tell me the contact number for Canada visa office?

If I understood the CTP terms correctly, your case isn't covered by CTP as your inbound flight to Canada is not on an approved airline, so you will still need a visa to transit:
