VISA EXPIRED & RE-APPLICATION

Nov-2012: Visa Application Lodged( CIC-New Delhi)
Nov-2012: Visa granted
Dec-2012: Landed in Canada
Jan-2012: course Droped, Returned to home country(on emergency).
Feb-2012: College Fee refunded & study permit expired( as informed by college).

According to college international student manager, i re-apply with same course, with same documents again!!
i want to know how fair are the chances in gettin visa again?? because i want to apply in September-2013!!
