Visa exempt country and passport request.

If a person is coming from Visa exempt country, does the Visa Office still require from them to send the passport to VO for stamping or they just receive a document to their home address when the PR process is done?

We were requested to submit our passports despite visa exemption, but got our COPR without submitting, as we were unable to.
