Visa Entry require PC and FBI check ?!

Hi everyone, here is my story and I would appreciate and help

I am student in Canada and was stupid once for not paying speeding ticket in state of Washington, after 2 years of the speeding ticket, was arrested for driving while licence suspended

I hire a lawyer and took care of the problem and the problem went to civil infraction instead of criminal.

Applied last year for TRV to return to Canada after summer holiday and got the visa no problem, ( I state the arrested incident in the application)

This year though, my application was delayed and transfer to LA office for further assessment. ( I also state the arrested incident in the application)

LA office now requesting FBI criminal check, WA police certificate and a PC from my home country. They have giving me a time frame of 2 month.

I was in Canada when I applied for the Visa, now I returned home ( Saudi Arabia), I got PC from the state of Washington( online), request PC letter from Canadian Embassy in Riyadh, but my problem is with the FBI criminal check

The waiting time for FBI criminal check is 12-14 weeks, and my application is open till July 28th, i have emailed LA office saying cannot provide FBI Check and they did not respond

Can they process my application without FBI check ? AM I eligible to have FBI check in the first place ? I have never been in the US for more than 15 days, I am not US resident nor I ever been.

I don't know what to do, can I just provide them with anything else they requested but explain to them that can't get the FBI report ?

I am in last year of study and feel that my education will be effected by this !

I appreciate any help in this regard

If CIC has requested an FBI certificate then you need to provide it if you expect your study permit to be approved. Yes - you are certainly eligible to apply for an FBI certificate.

If you don't provide the FBI cert - I would expect your application is going to be refused.

I do have valid study permit, I only need visa to return to Canada.

Isn't the FBI summery only for those who has lived in the US 6 month or more ? me I have not !

No - it's not necessarily for those who have lived in the US for 6 months or more. It's for anyone who has been to the US at some point in time.
