visa denied im demanding again

Hello:

on December 2014 my mother demanded a visitors visa to came to visit me coz i'm pregnant soon to deliver and i need her help.
we applied for a VISITORS VISA (TRV) with purpose: FAMILY VISIT. it was denied, the reasons are as follow: (letter from the embassy)

You have not satisfied me that you would leave Canada at the end of
your stay as temporary resident, in reaching this decision, i
considered several factors, including:
- Your family ties in Canada and your country of residence.
-Your current employment situation.
-Your personal assets and financial status
- I am not satisfied that you have sufficient funds, including income
or assets, to carry your stated purpose in going to Canada or to
maintain yourself while in Canada and to effect your departure.
- You have not provided sufficient documentation to support your host's
income and assets.

Now we want to fill the application again, and she already has all the documents supporting financial status, personal assets and a bank account statement with enough funds, So, here comes my question: I was told that this time if we choose purpose: TOURISM will be easier to get it, should she do that or she should stick with FAMILY VISIT as requested the first time that she applied (family visit is not super visa.)
Im really confuse now, don't know what to do ::) ??? :'(
