Visa delayed

Hello I applied for TVR for a conference but the conference is starting on 6th. I work for the government.
Docs sent.
Bank account
Employment letter
Letter from the president office
Accommodation and registration receipts.
My travel record is weak.
But the weird thing is my colleagues received there visas yet we sent almost the same docs, because the ministry handled that..
My proffession is I'm a researcher under health.

No such thing as "weird" each case is handled differently and there should be no expectations that similar cases will be treated similarly.
