Visa delay for may intake 2017

Guys wat does it really mean if CIC asks for a letter of deferral?

As you didn't got your visa on time,your course must be postponed to next intake. CIC is asking for that letter that states that your course has been deferred(postponed). Haven't you got any deferral(postponement) letter from college?

I sent the letter but im asking wat are the chances of getting the Visa if they tell you to defer?
