I received my brother's visit visa PPR on 2nd May, I got my new passport on 25th April 2023 and I updated the IRCC through webform same day but when I sent my new passport with my PPR they did not issue me the visa but as per their record it was my old passport which was expired, what to do ? Do I need to apply again for visa?

. As per the recommendation you should have waited for the new passport because they recommend applying with a passport with 6 months validity.
