Visa approved on conditional offer letter but college is not releasing unconditional offer letter

Hi need help...its urgent! !
My friend applied visa with conditional offer letter of September intake 2017 and got visa approved. Now the college is not releasing unconditional offer letter. They are saying that"why have applied for visa with conditional offer letter we cant do any thing plz refund ur fee "". He have cleared all the conditions
What should he do now??????
They r not even agreeing to differ the intake
Plz any suggestions? ?

Advise him if he can get acceptance letter from another university for next year or next term (spring for e.g.), his visa is valid through the expiry date of his passport I assume.
So he can enter Canada anytime provided he has a Letter of Acceptance form a designated institution.

This does not make sense , I got visa based on conditional acceptance, cleared the conditions and got confirmation of enrollment.
Did he ask why they are not confirming his enrollment although he cleared the conditions ?
Which University is it ?
What is their re fund policy ?
I do not think a decent university would do this, I am sorry , but I think your friend is not telling the whole story, I think he did not clear all the conditions!

Did he ask why they are not confirming his enrollment although he cleared the conditions ?

He has cleared all the conditions but college is claiming that why have submitted your visa with conditional offer letter and we have high competition so we cant accept your request.
Refund policy is they will deduct 2030 dollars is we withdraw and if visa is rejected they will deduct 250 dollar.

Visa approval is irrelevant ,almost 100% of letters of acceptance have this condition: To provide a completion of final year with certain standing.If he cleared the conditions then he is entitled for confirmation.
It is not their business when or whether your friend applied for visa.
Unless he missed a deadline to clear his conditions, this is the only situation where they can refuse confirming his enrollment.
Can you provide the university name?
They must have an appeal process in place.

On the contrary, universities urge students to apply for visa immediately as soon as they receive the acceptance letter whether there are conditions or not.

Exactly. might have missed the deadline to clear the conditions on conditional offer and applied for visa and got the visa. Now he might be asking for offer letter for next term acceptance, which universities have right to decline.
