Visa application refused twice without convince reason

Hi guys
I am from Egypt and I live and work in Saudi Arabia and I have a temporary residence there
I intended to visit Canada to improve the English language and enjoy the country there
I applied for study visa before 2 Month for 3 months and my application refused for this reason :

- the length of proposed stay in Canada
- purpose of visit
- current employment situation

then I applied for visitor visa for 3 months and my application refused for this reason :

- immigration status in country of residence
- Purpose of visit
- Current employment situation

How is it possible that I have acceptance letter from a language school
And calculate the financial well in the bank
And a letter from my work, and I work for a large company here

I think it's an unfair decision :( and I want to raise a complaint , how can I do that :( ؟

من الواضح انهم شايفين ان وظيفتك فى السعودية مش بدخل كتير والمشكله كمان لو انتا مش متجوز بيكون عندهم شك انك ممكن تخلع وتتجوز فى كندا ومترجعش تاني
الموضوع معقد انما مش مستحيل لأن عارف اصدقاء واخدنها من السعوديه لكن هما متجوزين وشغلهم فى السعوديه براتب كبير

To be honest, if I was a visa officer, I would be skeptical too. You state that you are employed in Saudi Arabia, yet you are willing to travel for 2 to 3 months. I work in Saudi too and know that annual vacations are usually for a month. If your company is willing to let you go for this long, they consider that your position in the company is replaceable, giving you little reason to return. Basically, the VO in your case would feel that you are at risk of staying in Canada because you don't have a convincing reason to return to Saudi.

The VO could also feel that there are other ways of 'learning the language', and is not convinced that this is a proper reason to visit Canada. How long have you been employed in Saudi? Also was the institution on the designated CIC list of approved learning institutions? If not, then that's an way to get your Study Permit denied.

You can retry and this time apply for 2 to 3 weeks only and provide a detailed itinerary of where and when you will visit.

First time i applide for study visa
My Docs:
1. bank statements for the past four months ( with amount +50000 Canadian Dollar)
2. employment letter
3. Family Information (no one from my family will go to Canada)
- father (Electrician)
- mother (housewife)
- big brother (architecture)
- young brother (student)
3. Letter of Acceptance (i have Acceptance Lette from English school)
4. Digital photo
5. Letter of Explanation (Explain why you want to visit Canada for tourism to improve my English
)

refused for this reason :

I worked here for 3 years and I have enough balance of vacations because I do not take vacations

I agree with the comments above and am not surprised the application was refused. I also agree that if you reapply, you should go for a 2-3 week trip only. Three months is too long and demonstrates to CIC that you have no real ties. Since you already have two refusals under your belt, I would wait six months before trying again. Good luck.

Understandable that you have banked vacations, but like I said, the VO probably sees that you requested 2 ~ 3 months and they would wonder how a company would allow a senior employee leave for such a long time. That would make you a replaceable employee and less likely to return to Saudi Arabia, which isn't even your home country.

As I suggested, apply for a 2 ~ 3 week visit. Attach a company letter that states you are leaving for this amount of time and are expected to rejoin the company on this particular date.

Also check if the learning institution is on the designated list: http://www.cic.gc.ca/english/study/study-institutions-list.asp

In my opinion, like I said, the VO doesn't see you having a compelling reason to visit and return from Canada. You need to convince him otherwise. A full time employee leaving for a 2 to 3 months is the biggest reason why your application got refused, in my opinion.

ok thanks for your advice :) as you know I have two refuse before so should I have to wait some time before I apply again ?

Also keep in mind, if you will stick with the idea of attending an English Language course, and the duration of the course is indeed 3 months, but you end up asking for 3 weeks, it will also set off alarms.

You are better of wanting to visit as a pure tourist with a detailed itinerary.

ده كده كويس جدا لو انتا كنت متجوز أعتقد كان تمام ، على فكره الموضوع صعب على الكل مش عليك انتا بس ، انا مش عارف اجيب اهلي
وبيرفضوا ألأم والأب كمان رغم كل الورق والاثباتات ال بنقدمها

خليك وراهم وهتيجي مادام فى دمافك الموضوع
لو تعرف تاخد تأشيره امريكا هتاخد كندا بسهوله جدا
