Is it possible to apply for a visa from another country, for example from Turkey, if I am not its citizen? And should I have residency of the place where I am going to apply for a visa?

You can but you need to show strong ties to your country of citizenship.

Yes you can but you need to show ties to country of citizenship (job, property, business etc.) Also want to show immigration status in Turkey.
