I'm just curious and would like to understand. It appears that London, Beijing, Bucharest, Ankara, Taipei, New Delhi and a whole lot of other countries can be processed in as little as 2-3 months! I don't really understand why some countries are faster than others. Maybe someone could help me to understand. Doesn't this violate the Immigration and Refugee Protection Act: consistent standards and prompt processing - Section 3 (1.f). Does anyone know?

I think Buffalo is very busy, but more than likely, consists of many typical slackers you'd find in just about any office. While peoples lives and families are being on hold, with their application folders piling up on IO's desks, the IO's are probably Facebooking, going down for coffee, having smoke breaks 10 times a day, and otherwise doing the bare minimum required to not get fired. Oh, and apparently they're closed on Wednesdays? What's that all about?

That's just my hunch, though. I see how much work doesn't get done at my own office, so I'm sure it's not the only one.

OP, if you look at the CIC page, they show the audit results for a number of offices. One of those audited this year was the office I am applying through, KG (Kingston, Jamaica). The results were...shabby, to say the least. Although it is a full service mission with 25 (count them, 25) staff members in Immigration, KG is processing spousal applications at a rate of 30% in 7 months, 50 % in 11 months, 80% in 18 months.

One of the findings of the audit was that 30% of active cases were being "processed" by a staff member who had retired! :eek: That's right...30% of the files were sitting on the desk of someone who no longer works at the embassy. That's what my husband and I are up against when we complete and submit our application. *sigh*

So, yeah...some people are definitely sitting around doing the bare minimum, while the lives of families get put on hold.

In 2009, CIC processed 40,000 spousal/common-law/conjugal partner applications. Some offices are very small with only 2 to 3 visa officers who can make decisions. Not all staff in a visa post can make decisions. Some countries have a higher incidence of marriage fraud than others, some have higher incidence of fraudulant documents and some have slower security checks which has nothing to do with CIC but more about the cooperation between CSIS and the foreign country. Also, some offices just have a MUCH higher volume of applications. CIC audits their visa posts regularly.

Those are the reasons some are slower than others for the most part. Throw in normal human factor crap experienced in every business where "some" employees are incompetent, lazy, unorganized, etc., or are absent because they may have gotten sick, had family emergencies, etc. All of the above factor into the time frames. And NONE of these make the process easier.
