Is this meant as a serious post or as a joke.
What you see there is snow in Toronto in the middle of April (and that is of course the main reason why there are so few cars on the road).
Because of that, there were like 400 car accidents on 14. April in GTA alone.

Snow at this time is not very normal. This is extreme weather already. But again any country can have extreme weather conditions.
