For study permit applications based out of Delhi (India), which is most recommended: VFS or direct through CHC?

It depends; where u reside, it is always better to apply through VFS, you just have to pay around 6-700 rs extra which are worth of their service, you can pay your embassy fee and every other fee through cash.

But if you go through CIC, you will have to make a Draft on name of Consulate General Canada etc.

VFS is only a courier service..the visas process is done is Canadian embassy regardless....u can read in the terms and agreements it on vfs website
