Hello.
I have been asked to take the medicals and send the documents, and I just noticed that at the bottom of the letter from Buffalo, it says:
( Every principal applicant and his / her spouse common law partner, or conjugal partner is required to pay the right of perminant residence fee ( RPRF)
- If you have not already paid the paid RPRF , you should do so at this time .
- The amount of the RPRF is $ 490 CAD .
- The RPRF must be submitted in the form of a money order, certified cheque or bank draft payable to the Canadian Consulate General .
-The RPRF will be refunded if for any reason you do not immigrate to Canada.

Does this mean that I have to pay the fees of Permanent Residence at this time. How much would I pay for my four and half years daughter ?

I believed the RPRF is only applicable to 18yrs old and above (either applicants or dependents). I have 8, 5 and 2 yrs. old dependents but didn't pay any RPRF for them, only me and my wife did. Hope this helps.
 
Only you and your spouse shall pay RPRF of 490 each, dependent children are exemptd irrespective of their age

I am a little confused though, I thought the officer would check the box in front of the information requested or fee required to pay only, however there is no checked box in front of the Permanent Residence fee information, so I am confused whether I required to pay it now just because it is mentioned in the later or do I wait till later? Could someone clarify please? That would be helpful.

Where did you applied?

Well, regardless of that pay the fee, this particular fee is refundable in case if you decide not to migrate or for some reason you did not succeed. So even if they have not asked you, you can make a draft payable to CIC/CHC for $490 CANADIAN or $415 US Dollars for each Adult in your application. They usually asked this with Medical Request so you don't have to hold back on this, this is the right thing to do.
