Very Urgent - Has Applied for Express Entry Before?

Hello,

I received an ITA in 2019 but need to get it declined because of some reason.

The two questions coming up in front of me -

1. Have i applied for IRCC before?

2. Have I applied for Express Entry before?

I didn’t paid the fees not reached the submission stage.

Please advise what’s the right answer for that - Yes or NO
