Very stressed regarding open work permit.Need to get over to bf!

Hi,
Im really hoping someone can help me! I am from Ireland and my boyfriend has been working in Saskatchewan for the last year. I am moving out at the start of July and need to apply for the open work permit..
My problem is that Im unsure when to apply for permit.I am going to Saskatchewan for a two week holiday in April and I am worried that I will be refused entry on a tourist visa if my work permit is still processing. I dont actually need the work permit till June so should I wait till after the April holiday to apply?
