Valid tourist visa. Steps to go to Canada

My father is in the Philippines and he has a multiple entry, tourist visa valid until July 2022. He went here in Canada in 2017 for 3 months only. Can he go back to visit us again next month? What steps does he need to take to go back? Or plane ticket is all he need?

Assume you are PR or citizen. If so, he books plane ticket, gets negative Covid Test before boarding, books 3 days hotel quarantine (need to show at boarding including your PR/citizen documents, 11 day quarantine plan and then comes to Canada.

Thanks. When I applied his visa in 2017 it doesn’t require biometrics. Does he need to do one before I book his flight?
